Transformation of National Approaches to Personal Data Protection in Cyberspace Based on EU Standards

Abstract

This textbook provides a comprehensive examination of the transformation of national approaches to personal data protection in cyberspace through the implementation of European Union standards, particularly the General Data Protection Regulation (GDPR). The publication analyzes the evolution of the personal data protection framework, the legal foundations and standards established by the European Union, as well as the key concepts, principles, and regulatory requirements of European data protection law.

The textbook explores the system of legal relations in the field of personal data protection, including the rights and obligations of the relevant stakeholders, institutional enforcement mechanisms as instruments of protection, and specific aspects of personal data protection within public institutions, law enforcement agencies, and the context of e-government. Particular attention is devoted to the organization of data processing and protection procedures, the regulation of specific categories of personal data within telecommunications systems, healthcare, and the financial sector, as well as the rights of data subjects under the GDPR.

Special emphasis is placed on contemporary challenges, including Big Data, blockchain technologies, cybercrime, digitalization, cyberterrorism, and the establishment of criminal liability for cyber offenses. A separate section is dedicated to fostering a culture of personal data protection through educational initiatives, cyber hygiene, and digital legal awareness, taking into account European best practices and the development of national educational programs.

The textbook is intended for students, postgraduate researchers, academic staff, legal practitioners, public officials, law enforcement officers, and all those interested in the legal and organizational aspects of personal data protection in the digital environment.
